I am pretty sure that's some kind of underwater sponge-type living organism type of thingy. I saw something like this in a nature show of some sort. Let the marine biologists take over from here.

I don't think it's an animal, more likely some rubbery/plasticy manmade object that serves no useful purpose but to look crazy.
